Oddly enough Less Than Heroes and Death By Chocolate didn't click with me.
I agree with the Milligan recommendation, I absolutely love his work and have all the ones you mentioned.
And for whatever reason even though I like him a lot I still haven't gotten around to reading morrisons doom patrol or animal man. I also need to get some Seagal, I don't think I've read much of his work.

Morrison's DP is Top Shelf Weird. It definitely shaped a lot of the superhero world to come. Keith Giffen's pre-Nu52 run was a nice addition to the canon. He picked and chose which pieces of history to use and I think it respected the previous runs equally. Sadly, that never saw a final tpb.
ANIMAL MAN is great, and the post-Morrison issues work up until the very end. I ended up purging them all when I finished it.
Seagle is one of my top five favorite writers. He's similar to James Robinson where he has particular scripting quirks that work for his writing. ALPHA FLIGHT did this weird 2nd Person narration that gave the script a spooky tone. He also did HOUSE OF SECRETS with Teddy Kristiansen and had a 2 year run of a Vertigo book with Becky Cloonan, AMERICAN VIRGIN, that not enough people read. Another weird one by Seagle is a one-shot with Mike Allred called VERTICAL. It's out of print and likely hard to find at your LCS.
I was raised in the extreme era and weird is super, Extreme Weird!!!! (Loud guy, yelling in back ground)
I can only recommend books from that era, and still be able to sleep at night. 😴😴
The Tenth: I know. It's super, hyper, Extreme...that's it, and it has, ULTRA SEXISM!!!!!! I grew up with it and I didn't focus on the half naked women. The tenth was cool but that comic had so many, butt, shots.
Wildguard: it's a comic about superheroes on a reality show. I mean....seriously. It's so serious but still...superheroes, on a reality show. Like...come on, that's weird, right?
Divine Right: haha, this is all Jim Lee. So, a pervy dude, gets superpowers. That's it. No wait, his sister is SUPER-ULTRA sexy and his best friend is a "loser". This is hardcore 90's. It's amazing art, but the, WEIRDEST, story you'll ever see.
Ash: a firefighter superhero. I know, I've talked about this on the show; I just think it's cool. If you didn't know, it was the work of, Joe Quesada ...do with that information as you will.
Shi. SPOILER ALERT!!! Matt mentioned this comic on the latest eps of, Cover-2-Cover. Shi is a half-naked, kabuki mask wearing martial arts, vixen. She Is ruthless but beautiful at the same time?
Thundercats: Dogs of War...: Another comic I've mentioned on the show. It's a squeal story of a continuing comic, from the continuation of the show.
Pride of Baghdad: Weird only because it's not traditional. It's very powerful but weird because of the pacing.
Spider-Man: Legend of the Spider- Clan....: Think Spider-Man by Skottie Young and there's a clan of people/ninja's with Spider-Man's powers. I feel like I shouldn't say more.
I've read the last two and enjoyed them. I'll look into Divine Right for sure, it sounds pretty interesting. And I'll keep an eye out for the rest as well, I'm sure I'd be able to find them for dirt cheap.
