In the Marvel Universe there is a place called Madripore. It is a very seedy place where baddies do nasty stuff. My question is: in the DC world is Corto Maltese the same type of place? Thanks. It just occurred to me when I was rewatching Arrow season 3 and that is where Merlin takes Thea to train, and it is also mentioned in Tim Burton's Batman movie where Vicky Vail was taking pictures and everyone says that's a dangerous place.

That's a good question. I believe it's a reference to the classic Italian comic of the same name. It was used in DARK KNIGHT RETURNS as a warring nation that sparked the US/Russian nuke attack (that temporarily incapacitated Superman). It appeared in the REBIRTH continuity in FLASH last month, when the Rogues teamed up to pull a heist at the museum.

Corto Maltese has definitely popped up as a reference in DC several times but it's no Madripore. I don't know that DC has an equivalent. The closest I can think of is Quarac, a war torn Middle Eastern nation where baddies seem to flock too.

Corto Maltese is a bad place for sure, as Brian and Matt have said, but DC's equivalent of Madripoor is an island nation called Zandia, which is more or less populated entirely by super-villains and other criminals.
