I don't know why Civil War II seems so uninteresting actually. Because I actually think they are handling the story or at least the reason for the Civil War way better than in the original one. Even though, I also do not feel that invested in it. Maybe it's just a lack of cohesion or just the fact that I'm reading it issue by issue now, while I read the original Civil War all in trades.
Anyway, concerning the Hulk. And yes Spoilers here too.
Bruce Banner was indeed no longer the Hulk. Amadeus Cho cured him and became the new Hulk himself. This even lead to a great issue of the Totally Awesome Hulk focused on Banner in which Banner can finally live without the curse of the Hulk and finally do dangerous things without being worried about turning in to the Hulk. He was finally at peace, it was all very sweet.
Now the inhuman kid had a vision of the Hulk killing everyone. Naturally if you think the Hulk, you think Banner. Even when he's been cured and there is a new Hulk running around it makes sense to still pay him a visit. And to be fair, they also visited the Totally Awesome Hulk to check up on him. However when they found Banner, they found him experimenting on his own blood with Gamma Radiation. Seems like a sure sign that he wants to become the Hulk again or will become the Hulk again. Besides, hasn't he been cured before? It never lasts, so when you get a vision of the Hulk, it's not that weird to look up Banner.
Personally I think, as I've also stated in the Nerdbet forum, that the Hulk in the vision will turn out to be She-Hulk. She seems to have woken up a lot angrier.
